If you see comment in cpu_down_maps_locked, It says.

          * Ensure that the control task does not run on the to be offlined
          * CPU to prevent a deadlock against cfs_b->period_timer.
          * Also keep at least one housekeeping cpu onlined to avoid generating
          * an empty sched_domain span

Now, instead of running on the online_CPU you are now doing the _cpu_down
functionality in the cpu which is going offline.

How are you preventing that deadlock?
