This patch duplicates existing code. Please integrate the following
changes in this patch:
- ufshcd_clock_scaling_prepare() calls
   ufshcd_pause_command_processing().
- ufshcd_clock_scaling_unprepare() calls
   ufshcd_resume_command_processing().
