genirq: Export IRQ functions for module use
Export irq_chip_*_parent(), irq_domain_create_hierarchy(),
irq_domain_set_hwirq_and_chip(), irq_domain_reset_irq_data(),
irq_domain_alloc/free_irqs_parent()
So gpio drivers can be built as modules. First user: gpio-xgene-sb
