kmemtrace: fix build when CONFIG_KMEMTRACE is disabled

Impact: fix build

This patch fixes the following allnoconfig failure:

  init/built-in.o: In function `start_kernel':
  (.init.text+0x669): undefined reference to `kmemtrace_init'
