Can we configure ltp to skip some tests while installing on target ?

This is not supported. You can hack makefiles manually to omit some
subdirectories if you really need that (have a look for FILTER_OUT_DIRS
in testcases/Makefil).

I've tried that just now and it works fine. Both for make all and make
install.

It breaks only if you disable all subdirectories in testcases/ but if
you do that there is no point in compiling and installing LTP anyway.
