[LTP] [PATCH] network: fix multicast testcases Makefile

Hi,
Repost the multicast Makefile patch:
The Makefile of testcases/network/multicast/mc_commo and mc_member do not link binary file and config files to ../../../bin dirs.
This patch add the links.
