Hi.

   I've encountered this bug in the last couple of kernel versions now
(since, say 4.20.8 +/- 0.0.2).

   I don't see a mention in this mailing list/ Apologies if you've
already seen it.

Thanks for the report. Please create a ticket in kernel bugzilla for it.
Following information would be helpful:

- circumstances under which the timeout occurs
- full dmesg output incl. boot
- last working and first failing kernel version
- lspci -vv output for the network card
