[PATCH v2] arpd/ifstat/nstat/rtacct: use daemon()

A bunch of misc utils basically reimplement the daemon() function (the
whole fork/close/chdir/etc...).  Rather than do that, use daemon() as
that will work under nommu Linux systems that lack fork().
