-Disable tx and rx by resetting hw, so replace rtl8169_asic_down with
rtl8169_hw_reset.
-RxConfig bits 0 ~ 5 have to be clear before hw reset to avoid the
coming of rx data.
-Certain chips need to do some checking before reset.
-Remove hw reset which is done before hw_start, because it would be
done in close or down functions.
-Move rtl8169_init_ring_indexes function into rtl_hw_reset function.
The indexes of tx and rx need to be zero only when the hw reset
occures.

modify the relative bits and keep the init settings.

I have done three changes which do imho not deserve a separate patch:
- renamed rtl_eri_write_w0w1 to rtl_w1w0i_eri as there already is a
rtl_w1w0_phy. Parameters have been permuted (idem for callers).
- fixed spurious static<space><space> and excess comment line length.
I am giving it a pair of hours testing.

It breaks my old PCI Netgear 8110s (RTL_GIGA_MAC_VER_03/XID 04000000). Once
the device is up, RxConfig is changed from 0x0000e70e to 0x0000000e (missed
write ?).
Is there any side effect / objection if this patch is removed from the
series and scheduled for a later time ?
If the current working code is kept as is, the 8168c/cp would still see its
RxConfig:bit 13 (RxHalfRefetch) enabled.
