[patch iproute2 4/6] bridge/link: add new offload hwmode swdev

To support full-featured switch devices offloading bridge funtionality,
add new hwmode 'swdev'.  Like 'vepa' and 'veb', 'swdev' indicated bridge
port functionality is being offloaded to hardware.
