Instead of atomically clear TSQ_THROTTLED and atomically set TSQ_QUEUED
bits, use one cmpxchg() to perform a single locked operation.
Since the following patch will also set TCP_TSQ_DEFERRED here,
this cmpxchg() will make this addition free.
