Adding DEVLINK_PERM_CONFIG_SRIOV_ENABLED permanent config
parameter. Value is permanent, so becomes the new default
value for this device.
DEVLINK_PERM_CONFIG_DISABLE = Disable SR-IOV
DEVLINK_PERM_CONFIG_ENABLE = Enable SR-IOV
