[PATCH net-next] cxgb4: use FW_PORT_ACTION_L1_CFG32 for 32 bit capability

when 32 bit port capability is in use, use FW_PORT_ACTION_L1_CFG32
rather than FW_PORT_ACTION_L1_CFG.
