Still wrong! Rather this:

  	while ((parentid = sch->parent)) {
  		if (parentid == TC_H_ROOT)
  			return;

  		sch = qdisc_lookup(sch->dev, TC_H_MAJ(parentid));
		if (!sch || sch->parentid == TC_H_INGRESS) {
			...
