Are you able to determine whether more recent kernels have the same problem? This could be dependent upon the devidce driver which is in use. IMHO modprobe shouldn't be needed to get this driver RUNNING after plugging the wire. (I've tried a similar card with 2.6.24 kernel and ifconfig eth0 up was enough).
