Anyway, it's tricky: we have 2 deactivation cases to care for: 1) a "real" (sleeping) qdisc and __QDISC_STATE_DEACTIVATED 2) a &noop_qdisc and not __QDISC_STATE_DEACTIVATED Jarek P.
