I thought this is what "default" was used for?!
If you are really right, the documentation is (IMHO) misleading.  e.g.
Documentation/networking/ip-sysctl.txt tells:

	conf/default/*:
		Change the interface-specific default settings.

	conf/all/*:
		Change all the interface-specific settings.
