[PATCH 1/3] net: rtlwifi: constify rate_control_ops

[Arvind Yadav]

rate_control_ops are not supposed to change at runtime. All functions
working with rate_control_ops provided by <net/mac80211.h> work with
const rate_control_ops. So mark the non-const structs as const.
