Introduce a new TCP stat to record the number of bytes sent
(RFC4898 tcpEStatsPerfHCDataOctetsOut) and expose it in both tcp_info
(TCP_INFO) and opt_stats (SOF_TIMESTAMPING_OPT_STATS).
