Add a Makefile for netdevsim selftests and add selftests path to
MAINTAINERS

# make run_tests
...
# timeout set to 45
# selftests: drivers/net/netdevsim: peer.sh
# modprobe: FATAL: Module netdevsim is builtin.
ok 11 selftests: drivers/net/netdevsim: peer.sh
