Implements the mailbox interfaces for wangxun pf drivers

Reallocate queue and int resources when sriov is enabled.
Redefine macro VMDQ to make it work in VT mode.

Add sriov_configure for driver ops.
Add mailbox handler wx_msg_task for ngbe in
the interrupt handler.
Add the notification flow when the vfs exist.

Please avoid using the static keyword for functions in .c files,
unless there is a demonstrable reason to do so. Generally the
compiler can figure out when best to inline functions.

Also, wx_ping_vf does not seem to be used until PATCH 6/6.
If so, it would be best to add it as part of that patch.

It seems that the correct format is (case insensitive)
