The IPv4 address hash table and GC are already namespacified.

This series converts RTM_NEWADDR/RTM_DELADDR and some more
RTNL users to per-netns RTNL.

    SIOCSIFFLAGS.
  ipv4: Convert devinet_ioctl to per-netns RTNL.
