[PATCH net-next] eth: fbnic: fix `tx_dropped` counting

Fix the tracking of rtnl_link_stats.tx_dropped. The counter
`tmi.drop.frames` is being double counted whereas, the counter
`tti.cm_drop.frames` is being skipped.
