Move following fields to better groups to increase data locality.

- delivered
- delivered_ce
- segs_in
- segs_out
- first_tx_mstamp
- delivered_mstamp
- max_packets_out
- cwnd_usage_seq
- rate_delivered
- rate_interval_us

No change in overall tcp_sock size.
