htb_dump_class_stats() will soon run locklessly.
(no RTNL, not qdisc spinlock).
Add READ_ONCE()/WRITE_ONCE() annotations on these fields:
- cl->overlimits
- cl->drops
- cl->tokens
- cl->ctokens
