1. Send patches as standalone messages, not as replies.
2. Add the target tree to the patch subject, for example:
   [PATCH rdma-next v2]
3. This is racy; nothing prevents MLX5_INTERFACE_STATE_SHUTTING_DOWN from being set
   immediately after this check.
