ipip6_tunnel_xmit() runs locklessly (dev->lltx == true) and reads
tunnel->fwmark.
In preparation for converting ipip6_fill_info() to run without RTNL,
add READ_ONCE() and WRITE_ONCE() annotations around tunnel->fwmark.
