NIPA uses "-Wall". With it, we can see the issue:

  $ scripts/kernel-doc -Wall -none net/netfilter/nf_conntrack_expect.c
  Warning: net/netfilter/nf_conntrack_expect.c:311 No description found for return value of 'nf_ct_expect_alloc'
  Warning: net/netfilter/nf_conntrack_expect.c:311 No description found for return value of 'nf_ct_expect_alloc'

(And with -Werror, the script returns a non-zero RC code.)

Cheers,
Matt
