bonding: add netlink attributes to slave link dev
which adds an "rtmsg_ifinfo" call to bond_set_active_slave and
bond_set_backup_slave, both of which are invoked in several places in
the 802.3ad code without RTNL held (via __enable_port and
__disable_port).
Still looking into a fix.
