[PATCH]: Adjust qlen when grafting in multiple qdiscs

Hi Dave,

multiple qdiscs fail to adjust sch->q.qlen after grafting when the
old qdisc is non-empty. This permanently damages the counter.
TBF additionally needs to adjust stats.backlog.
