It happens because __hrtimer_run_queues runs in hard-IRQ context.

To address the above you need to replace all the

spin_lock_bh(&port->agg_lock);

instances with the spin_lock_irqsave() variant. With one exception: in
rmnet_map_flush_tx_packet_cb() you can use simply spin_lock() as such
fuction is already in hard-irq context.
