We add ioctls for adding/removing target.
If we use NETCONSOLE_ADD_TARGET ioctl,
we can dynamically add netconsole target.
If we use NETCONSOLE_REMOVE_TARGET ioctl,
we can dynamically remoe netconsole target.
We attach a sample program for ioctl.
