Since the connection is considered closed, couldn't another socket re-use it?
Socket A: Recv data (unread)
Socket A: Recv RST
Socket B: Reuses connection (same IPs/ports)
Socket A: Close
Wouldn't that disrupt socket B's use of the connection?
