Hi Linux kernel maintainers,
We reproduced the IPv6 TEE asynchronous duplication loop through
net/ipv6/netfilter/nf_dup_ipv6.c. The changed configuration frontends are
net/ipv4/netfilter/nft_dup_ipv4.c,
net/ipv6/netfilter/nft_dup_ipv6.c, net/netfilter/nft_dup_netdev.c, and
net/netfilter/xt_TEE.c. The PoC below exercises IPv6 ip6tables NFQUEUE/TEE;
the netdev path was identified by static review, not runtime reproduction.
The unprivileged case is reachable through user and network namespaces
when user namespaces are enabled. The change rejects the covered rules
only in network namespaces owned by a non-initial user namespace.
We will provide detailed information about the bug in this email, along
with a PoC to trigger it.

Bug details:
nf_dup_ipv4() and nf_dup_ipv6() use current->in_nf_duplicate to prevent a
cloned packet from being duplicated while ip_local_out() or
ip6_local_out() traverses the netfilter hooks. That task-local guard is
cleared when the output helper returns. NFQUEUE can keep the clone pending
and return; after an NF_ACCEPT verdict, processing resumes at a later hook
from the verdict task, after the guard has been cleared. A later TEE target
or IPv4/IPv6 nftables dup expression can duplicate the packet again. The
repeated path can sustain a packet-generation loop and cause resource
pressure. This is not a demonstrated memory-safety issue or privilege
escalation.
Static review found that nf_dup_netdev_egress() has a separate synchronous
recursion guard around dev_queue_xmit(). A duplicate sent through a bridge
master can traverse bridge LOCAL_OUT, be held by NFQUEUE, and resume bridge
forwarding on verdict. By then, the synchronous guard has been decremented,
so a later netdev egress dup can duplicate it again. The netdev variant was
not exercised by the packet-loop PoC below.
The Fixes tags identify the commits that introduced duplication
through the affected frontends. Commit cd58bcd9787e made TEE clones
traverse Xtables; d877f07112f1 added the IPv4/IPv6 nft dup expressions;
and 502061f81d3e added netdev-family nft dup. Commit 42df6e1d221d
introduced the egress hook but not a duplication expression. Commit
fcd53c51d037 later added a synchronous recursion counter; it did not
introduce the asynchronous netdev path. The policy checks here do not
change the existing guard lifetime in init_user_ns-owned netns.
When user namespaces are enabled, a non-root process can create a user
namespace and a network namespace and receives CAP_NET_ADMIN in that child
network namespace. The PoC below reproduces the IPv6 ip6tables NFQUEUE/TEE
path. This patch rejects Xtables TEE, IPv4/IPv6 nft dup, and netdev nft dup
rules with -EPERM in network namespaces owned by a non-initial user
namespace.
The checks run at rule/expression setup, leaving packet fast paths
unchanged. All covered rules remain available in network namespaces
owned by init_user_ns. The netdev-family dup expression is included.
This is an intentional user-namespace policy restriction, limited to
network namespaces owned by a non-initial user namespace. It leaves the
existing duplication guards unchanged in init_user_ns-owned network
namespaces, so it is not a general repair for privileged setups.

poc.sh builds the NFQUEUE verdict receiver with the included Makefile,
installs the IPv6 NFQUEUE/TEE rules, and sends traffic. Guest root set the
global vm.panic_on_oom value to 0 before the unprivileged run.
On the unpatched baseline, this one-queue, one-TEE-rule, one-byte run
recorded 812,276 accepted NFQUEUE verdicts in 4.468 seconds before the
5-second timeout stopped it. The following are verbatim output lines from
the baseline and patched QEMU runs:

PATCHED_POC_PASS: TEE rule rejected with EPERM before traffic
These explicit values override poc.sh defaults
(QUEUE_COUNT=18, TEE_CLONES=2, PAYLOAD=60000). A prior build of the same
namespace-check behavior rejected the TEE rule before traffic was sent.
This corrected v4 package was not separately built or runtime-tested.
A separate policy test accepted TEE and IPv4/IPv6/netdev nft dup in an
init_user_ns-owned network namespace and rejected all five frontends with
-EPERM in a non-initial user namespace.
The policy test is retained locally and is not part of this 0/1 series.
The netdev rule setup check used an ingress chain because the guest nft CLI
reported egress as an unknown hook. Both use nft_dup_netdev_init(); this
configuration test does not reproduce the netdev asynchronous runtime path.
It tests configuration policy, not the asynchronous reinjection loop.
We run the PoC in a 2 vCPU, 2 GB RAM x86 QEMU environment. The baseline
kernel was built from the selected clean nf.git baseline.
The earlier implementation was freshly built from that baseline
with NFT_DUP_NETDEV enabled for the netdev policy test. This corrected v4
package was not separately built.
packetdrill was not used because this reproducer requires creating user
and network namespaces, configuring ip6tables NFQUEUE/TEE rules, running a
userspace NFQUEUE verdict service, and driving its verdict loop. The
included poc.sh and poc.c exercise those setup and verdict operations.

The following decoded OOM report is from a separate run of the unpatched
selected baseline. Guest root ran the PoC in an init_user_ns-owned network
namespace after setting the global vm.panic_on_oom=1; this was not the
unprivileged --userns run above. It records a system-wide OOM panic while
the PoC workload was running, but its stack is not direct NFQUEUE/TEE call-
stack evidence and it does not show that an unprivileged user can panic the
host. The OOM-triggering task was UID 0 in:imklog; the task dump includes
multiple poc processes.
The log was processed with scripts/decode_stacktrace.sh using the matching
baseline vmlinux. That vmlinux has no DWARF line sections, so some decoded
symbols retain ?? source locations.
