Nit: there is SmartEEE/AutogrEEEn which are specifically designed for
MACs that do not support EEE, but in spirit, there is still the
auto-negotiation aspect that needs to be looked at the MAC driver to
enable SmartEEE/AutogrEEEn at the PHY level.
