I did that with the same idea on my mind, that this is not a license change.
Prior to the change I also went through the log and reviewed few commits that
did exactly the same thing and did not receive Ack or something from the
original authors nor further contributors.
Just one example:

When link is down, writes to the device might fail with
-EIO. Userspace needs an indication when the status is resolved. As a
fix, tun_net_open() attempts to wake up writers - but that is only
effective if SOCKWQ_ASYNC_NOSPACE has been set in the past. This is
not the case of vhost_net which only poll for EPOLLOUT after it meets
errors during sendmsg().
This patch fixes this by making sure SOCKWQ_ASYNC_NOSPACE is set when
socket is not writable or device is down to guarantee EPOLLOUT will be
raised in either tun_chr_poll() or tun_sock_write_space() after device
is up.

Could you provide more higher level description on the abm use-case
and nature of these representors? I understand that under abm you are
modeling the nic as switch with vNIC ports, does vNIC port and vNIC
port rep have the same characteristics as VF and VF rep (xmit on one side
<--> send on 2nd side), does traffic is to be offloaded using TC, etc. What one
would be doing with vNIC instance, hand it to container ala the Intel
VMDQ concept?
can this be seen as veth HW offload? etc

Note that, sk->sk_reuseport is not affecting linux SCTP socket at all now.
linux SCTP socket doesn't really have SO_REUSEADDR (sk->sk_reuse)
support, but use sk->sk_reuse as REUSE_PORT, (yes, it is confusing).
Pls refer to sctp_get_port_local().
So I'm not sure using sk->sk_reuseport here means we will drop sk->sk_reuse
use in linux SCTP but use sk->sk_reuseport instead, or we will think that socket
enables 'port reuse' when either of them is set.
Note some users may be already using SO_REUSEADDR to enable the 'port
reuse' in linux sctp socket. If we're changing to sk->sk_reuseport, we may face
a compatibility problem.

Management firmware (MFW) requires config and state information from
the driver. It queries this via TLV (type-length-value) request wherein
mfw specificies the list of required TLVs. Driver fills the TLV data
and responds back to MFW.
This patch series adds qed/qede/qedf/qedi driver implementation for
supporting the TLV queries from MFW.

The patch adds driver support for processing TLV requests/repsonses
from the mfw and upper driver layers respectively. The implementation
reads the requested TLVs from the shared memory, requests the values
from upper layer drivers, populates this info (TLVs) shared memory and
notifies MFW about the TLV values.

MFW requests the TLVs in interrupt context. Extracting of the required
data from upper layers and populating of the TLVs require process context.
The patch adds work-queues for processing the tlv requests. It also adds
the implementation for requesting the tlv values from appropriate protocol
driver.

Supporting rebind, i.e. after a successful bind the process can call
bind again without closing the socket, makes the AF_XDP setup state
machine more complex. Constrain the state space, by not supporting
rebind.

In this commit we remove the explicit ring structure from the the
uapi. It is tricky for an uapi to depend on a certain L1 cache line
size, since it can differ for variants of the same architecture. Now,
we let the user application determine the offsets of the producer,
consumer and descriptors by asking the socket via getsockopt.
