Yes, or if its contained in the range (for ranged sets).  E.g.

1.2.3.4 will match a set containing 1.2.3.0/24 or 1.2.3.2-1.2.3.5 for
example.

Thanks, thats very similar to what I had in mind.  You could merge this with the
previous patch.
