Hmm.

Is this needed?  If new state is TCP_CONNTRACK_CLOSE, the existing
else branch will:
        else
                timeout = timeouts[new_state];

AFAICS this is enough:

+               timeout = timeouts[TCP_CONNTRACK_UNACK];
