Can I replace this two rules

iptables -A INPUT -p tcp --syn -m limit --limit 1/s --limit-burst 4 -j ACCEPT
iptables -A INPUT -p tcp --syn -j DROP

For only this one? (Using negation)

iptables -A INPUT -p tcp --syn -m limit ! --limit 1/s --limit-burst 4 -j DROP
