Should be better the redirect target:

$IPTABLES -t nat -A PREROUTING -i $INTERNAL -p tcp --dport 80 -j 
REDIRECT --to-ports $PROXY_PORT
$IPTABLES -t nat -A PREROUTING -i $INTERNAL -p tcp --dport 443 -j 
REDIRECT --to-ports $PROXY_PORT
