[PATCH 1/3] curl: add zlib PACKAGECONFIG and remove hardcoded DEPENDS

Add a zlib PACKAGECONFIG control and update PACKAGECONFIG[ssl] to
include the openssl dependency. Older hardcoded DEPENDS can then
be removed.
