This is needed for avahi-autoipd, which attempts to
create a link-scope route as part of its work.
Without iproute scope support in busybox, the route is
not created due to an error message, and hence we
aren't accessible by, and can't access ourselves,
IP addresses outside the link-local scope
(169.254.0.0/16) unless we also have a proper
non link-local IP address, which somehow defeats the
purpose of zeroconf.
