It appends TCLIBCAPPEND to TMPDIR in meta/conf/distro/defaultsetup.conf:
TMPDIR .= "${TCLIBCAPPEND}"
It affects some oe selftest cases in sstatetests.py. Reset TCLIBCAPPEND
for these cases.
