Limit setcap search to PATH for cross builds preventing host
contamination. Add DEPENDS for libcap-native to supply this for
PACKAGECONFIG libcap.
The previous setting of NO_SETCAP_OR_SUID broke setuid or setcap of
/bin/ping and other executables.
