[PATCH] util-linux: Document more specific BSD-4-Clause-UC

LIC_FILES_CHKSUM in the util-linux recipe already contains the more
specific license reference BSD-4-Clause-UC that takes a copyright
addendum by University of California into account.

License-Update: reference can be more specific
