[PATCH 06/10] kernel-yocto: Only override CONFIG_LOCALVERSION if LINUX_VERSION_EXTENSION is set

CONFIG_LOCALVERSION may already be set in a defconfig or config fragment
and this should not be unconditionally overridden.
