I've been able to reproduce the test failure with this branch:

Following config in my local.conf:
---
SDKMACHINE = "x86_64"
OE_FRAGMENTS += "machine/qemuarm distro/poky-altcfg"
EXTRA_IMAGE_FEATURES ?= 'allow-empty-password empty-root-password allow-root-login'
IMAGE_CLASSES += "testimage"
---
And then just:
bitbake core-image-sato && bitbake core-image-sato:do_testimage
