Test Case:
Fire a clean build for core-image-sato with the following lines in local.conf:
INHERIT += "extrausers"
EXTRA_USERS_PARAMS = "usermod -P 'root' root; \
useradd -P 'test' --create-home test; \
groupadd -g 1314 no-zuo-no-die;"
