Build tested on qemux86-64 and qemuarm64
Basic run-time tested on qemux86-64

The following changes since commit 37b5d544d34c9caaf70def0a29dfb0cf896dc1b7:

  scripts/combo-layer: Fix python deprecation warning (2023-03-14 17:13:11 +0000)
