This doesn't seem to be working for me.  I've tried:

GLIBC_GENERATE_LOCALES = "en_US en_US.UTF-8"

GLIBC_GENERATE_LOCALES = "en_US,ISO-8859-1 en_US.UTF-8,UTF-8"

GLIBC_GENERATE_LOCALES = "en_US ISO-8859-1,en_US.UTF-8 UTF-8"

in my local.conf file and it gives me this error:
